Binh Duong Science and Technology Industrial Park: The spotlight of the Innovation Region
09.2020 Binh Duong: Professor Heng Chye Kiang, Senior Advisor, and Ms. Vuong Phan Lien Trang, Vice Managing Director of enCity, had a successful presentation on the master planning of Binh Duong Science and Technology Industrial Park at the conference entitled “Binh Duong Innovation Region” held in Binh Duong New City.
Following the implementation of a smart city development initiative for the period of 2016-2021, Binh Duong is currently witnessing a socio-economic breakthrough. With the number of enterprises doubling and FDI inflows exceeding 70% of the original target (currently reaching 12 billion USD), per capita income in Binh Duong has become the highest among all the provinces in Vietnam. This success proves that Binh Duong is heading towards the right development track. Based on these favorable results, political and business leaders decided to set a new growth direction: transforming Binh Duong into an Innovation Region anchored by science and technology industrial parks.
enCity’s master plan for Binh Duong Science and Technology Industrial Park (STIP) is the first project to manifest this concept in the province. The new development model not only includes traditional components such as industrial parks and neighboring townships, but also revolutionizes the development of the industrial ecosystem with innovative components such as business parks, universities, research and development centers, high-tech agricultural zones and startup incubators. By integrating these different sectors in a cohesive environment, it fosters synergy between production, business, research and academia; and promotes a collaborative platform for sharing public facilities, optimizing resources and maximizing investment efficiency. Guiding this new urban typology are four main development strategies, specifically:
1. Collaborative innovation value chain: To become a one-stop destination that accommodates activities from science to industrial production. Seamless connectivity between zones, clusters and buildings will promote the cross-pollination of ideas between industries, institutions and communities.
2. Sustainability and ecology: To create an extensive green network that not only benefits communities with cleaner environments, but also acts as a productive landscape for the collection of stormwater and integration of existing biodiversity. Moreover, the strategic placement of neighborhood parks, linear parks, and green buffers will immerse residents and workers in nature while providing access to neighborhood amenities.
3. Attractive environment for live – work – play: To plan communities with easy access to everyday activities and services. The aim is to create a walkable environment that promotes a holistic lifestyle for live, work and play.
4. Placemaking: To design vibrant and attractive public spaces with key public destinations and a variety of recreational facilities that attract talents and encourage productive exchange.
The project is envisioned to attract 30,000 students with more than 2,400 talents as researchers and university professor; create more than 28,000 jobs; and build 24 educational institutions, 8 community centers, 2 hospitals, a 30,000-seater stadium and many other public facilities.
At the end of the conference, the Binh Duong STIP model received many compliments from various government agencies, such as the Binh Duong Department of Construction and the Industrial Park Management Board. During the concluding remarks, the Secretary of the Binh Duong Provincial Party Committee, Mr. Tran Van Nam respectfully acknowledged and highly appreciated the outlined vision for the Binh Duong Innovation Region and the masterplan of the Science and Technology Industrial Park. He hopes that this new direction will drive the province in achieving greater socio-economic success in the next five years.
