South Hai Duong is part of the large province of Hai Duong which has seen much transformation over the course of history. Hai Duong is located in the Red River Delta area, and the site is mostly agricultural land with relatively low elevation. Flooding caused by urban construction was an essential factor to consider during development of the plan.

The area is transformed through holistic urban development with important provincial public buildings. and forms a new and vibrant gateway project of South Hai Duong.
Improved infrastructure and enhanced land value
enCity proposes to preserve and improve existing agricultural canals for water drainage, adding parks and retention ponds, as well as linking all of these factors to form a continuous open space system for landscape and flood control. The major “chessboard” road network is developed from the existing roads and the general master planning orientation to shape all residential units with full facilities and within walking distance. We propose to adjust the approved locations of the province’s public buildings to optimize the project’s land value, even in unfavorable locations which are far from the central core area.
