Context

Located in the north of Thu Duc City – Ho Chi Minh City’s new innovation hub and growth pole – the site contains a former stone quarry submerged in murky waters – an expression of a scarred landscape and the fragmented industrial nature of the wider Long Binh area. 

The site is 16km from the new Thu Thiem financial centre, and has a strategic position, close to the national university and Saigon Hi-Tech Park. A planned light rail will connect the site to the rest of the city, turning the project into an opportunity for an integrated urban development. 

Lacking a key anchor development, the area accommodates dispersed local cultural and retail facilities, scattered between a small number of high-end residential projects and industrial plots. This area has a strong potential to become a new regional destination, with a cohesive identity and integration in the overall urban network.

This master plan aims to fully unlock the site’s potential, leveraging the unique physical and environmental conditions of the site, to develop an integrated, inclusive and inspirational urban community hub for the upper east side of Thu Duc City.

Vision

A 3 “R” strategy for a new sustainable development will be based in:

  • Redefining: Building a community with strong identity through a placemaking approach that will set the anchor for Long Binh and the surrounding areas.
  • Reconnecting: Positioning public space and community amenities at the heart of the development, creating a warm and inclusive environment for everyone.
  • Revitalising: Respecting and responding to the quarry lake by reimagining a unique waterfront experience.

 

Strategies 

Planning approaches: 

Responding to the lack of public commercial functions around the site, the masterplan provides a variety of public amenities and commercial establishments at different scales. While the shopping mall functions as a gateway from the metro station, shophouses take the central waterfront locations to maintain the image of traditional Vietnamese urbanism and an open and human-centric experience. 

Public amenities and community spaces, such as the Central Park, lie at the heart of the master plan, enabling the site to become a connecting hub that links other communities beyond the site. Major green connectors function as primary access routes linking the central park with neighboring city-level amenities. The arrival point leads to public transit that will connect to the wider area. 

The old quarry lake will become a waterfront destination for the site and its surroundings, respecting the memory of the industrial past. Extending beyond the lake, waterways are infused through the rest of the site in bioswales and ponds, extending the water-integrated infrastructure and ensuring detention, retention, circulation and filtration of rainfall within the site.

Design & architecture approaches

The project reserves 12ha for parks and open space, making up almost 35% of the project site. The urban design promotes human comfort, community-oriented residential clusters design – semi-private spaces while retaining centrality of open space and public amenities to create clusters that encourage closer bonds to form between residents and regular users while not creating exclusive spaces for passers-by.

Drawing on various aspects of the site’s character – its hilltop elevation, its agricultural history and the centrality of green space – the landscaping concept and materials palette are designed to create a unique and local experience. At the street and building level, wood elements alongside glass and biophilic design create an interesting juxtaposition between past and future, nature and urbanism.

The transition between the central plaza and the quarry lake features an elevation change of 7 meters. Capitalising on this topography, a weaving waterfront valley walk, set in a lush landscape of different traces, slopes, and viewing platforms.
