The public consultation gathered more than 300 attendees consisting of district and ward leaders, representatives from universities, embassies, businesses and organizations in Thu Duc City.

Mr Dzung Do Nguyen (CEO, enCity Urban Solutions) presented on behalf of the consulting team composed of Sasaki, enCity and VIUP (Vietnam Institute for Urban and Rural Planning), who have been collaborating with the city since winning the ideas competition in 2019. He raised important strategic points for the city based on three principles of development:

  1. The Resilient City: Adapt to climate change
  2. The Inclusive City: Innovate for everyone, everywhere
  3. The Connected City: Connect places and ideas to create new opportunities|

In terms of transport planning, Mr. Dzung considered this as a key issue for Vietnamese cities, and emphasized the completion of the transport system along with optimising the land bank and opening up investment opportunities.

The consulting team also proposed an integrated, comprehensive and highly adaptive flood control strategy for climate change with the “4 Regions, 3 Layers Strategy”. The 4 flood control zones divide the city into 4 areas with different levels of flood risk. For each zone, a 3-layer control system that includes protection, adaptation and mitigation is integrated.

Mr. Vo Van Hoan, Vice Chairman of the People’s Committee of Ho Chi Minh City, said that Thu Duc City has many favorable conditions around transit hubs, so there must be an efficient plan to help synchronize transport infrastructure in the future.

“The plan must show for people a higher quality of life and for businesses an opportunity to start development. The master plan should be feasible and sustainable, in line with the city’s economic and social development strategy”, Mr. Hoan emphasized.
