Project Context

As one of the most developed economies in the world, Singapore has been leading the high-tech manufacturing movement, with the establishment of R&D capabilities, reliable infrastructure, and strong talent pool, with digital-ready businesses.

A new wave of manufacturing is now arriving, with additive manufacturing technologies like 3D printing slowly replacing subtractive manufacturing; the condensing of the production value chain of research, design, production, to commercialisation co-located in one place; and the integration of production into the everyday urban experience.

Industrial developments of the future must respond effectively to these new trends in production, while providing an unforgettable experience for both production and consumption, for living and learning, for urban functions as well as for manufacturing.

Located in the centre of Singapore and in proximity to traditional manufacturing sites, the project has the chance to revitalise existing industries, while connecting with the thriving residential and commercial estates nearby. Its adjacency to the Singapore river also provides an opportunity to integrate with a larger biodiversity network.

With the site segregated into two, each with its own characteristic and typology, the project will need to find its rooting in the community, determine its unique value proposition, and create a cohesive system for a new age of production.

Vision

Empowered by technological innovations and inspired by our local community, Kallang – Kolam Ayer InnoPark advances urban manufacturing by inviting innovators to engage, collaborate, and co-create, injecting delight and wonder into the industrial space.

The proposal promises to breathe new energy into a mature estate, bringing in innovations, startups, education institutions, and an engaging experience like never before seen, bringing the values of innovations and collaborations to all in the ecosystem and community.

Strategies

With the two sites having distinct characteristics and advantages, Kallang will be the genesis and celebration of manufacturing innovations, while Kolam Ayer will nurture budding innovators. Landmark developments include the D.R.E.A.M (Design – Research – Engineering – Arts – Manufacturing) Centre and the NEXPro (New Experiential Production Centre) in Kallang, and The Ideas Park as well as the Prototype Park in Kolam Ayer. These facilities will integrate various aspects of the production ecosystem, while giving the public an opportunity to participate in the creation of their own products.

The two sites will be connected by the iconic i-spine and the e-corridor. The i-spine will have ample opportunities for visitors to admire production lines, customise their favorite products, and watch their goods take shape; while the e-corridor will be the pedestrian and green path that allows for a playful urban experience through the site.

A key strategy for the site is the introduction of a B0 land-use that accommodates to manufacturers’ changing needs over time, and provides the flexibility for transitioning from more intensive manufacturing processes to additive manufacturing, which requires less space and infrastructure. More land is reserved for mixed use, allowing for various production and urban functions to co-locate.

This innovative land use approach achieves sufficient GFA for manufacturing while creating a vibrant and conducive innovation environment. This allows us to reach an overall GPR of 3.9, almost 3 million square meters of industrial GFA, 4.5 million square meters of industrial GFA.

A seamless transportation system will also provide active mobility links, shuttle, and AV services, providing essential connectivities for collaboration of various value chain ecosystems in the site. Key to the site are centralised Logistics Hubs and clustered parking to relocate infrastructural spaces to other functions and amenities.

The interconnected landscape design provides more than five hundred thousand square meters of greenery, with more than 40% being on-ground greenery. With 61% green coverage and 274% solar heat reduction, this site promises to be a highly liveable environment for work, live, and play.
