The master plan aims to transform Hai Phong into a global maritime hub, capable of competing on a national and international level with tourism and economic centres in Asia. Once implemented, it aims to push Hai Phong from its current 2.0 million population to 4.5 million by 2045. Similarly, job positions will almost triple from the current 1.1 million to a projected 3.1 million in 2045.

enCity led the formation of urban structure and density distribution as well as coordinated among international experts in port and maritime planning, flood control, ecological preservation and transportation planning.
The overall spatial structure supporting this goal will take the form of a ‘Two Belts & Three Corridors’ configuration – the first belt running along the coast and linking Hai Phong with Vietnam coastal developments and with China to the north, and the second belt forming industrial manufacturing activities ensuring the labour market for Hai Phong residents. These two belts will be linked by three urban development corridors running along the three largest rivers in Hai Phong and separated by high quality open space and agricultural areas.

By providing both economic opportunities and liveable environments, the master plan ensures the development of Hai Phong from an industrial port city to a global maritime center and a waterfront service-oriented urban area that attracts talent, entrepreneurs and tourists from around the globe.
