On May 5, 2021 at the People’s Committee of Tay Ninh Province, enCity and Vietnam Initiatives officially launched the planning project for Tay Ninh province for the period of 2021-2030, vision to 2050. The event was attended by Mr. Trinh Ngoc Phuong – Director of the Department of Planning and Investment of Tay Ninh province), Mr. Nguyen Do Dzung (Co-founder, CEO of enCity), Dr. Dang Duc Anh (Deputy Director of Vietnam Initiative Institute), Ms. Vuong Phan Lien Trang (Managing Director, enCity), Dr. Ho Long Phi (Managing Director, enCity). On the side of experts were Assoc. Vu Minh Khuong (National University of Singapore, member of the Economic Advisory Group of the Prime Minister), Mr. Le Van Thuy (Deputy Director of Planning Management Department, Ministry of Planning and Consultancy), Mr. Vu Quang Cac (Former Department of Planning Management, Minister of Planning and Investment), Prof. Dr. Tran Ngoc Anh (Indiana University, Bloomington, USA).

Ms. Vuong Phan Lien Trang (Managing Director, enCity) introduced the methodology, principles and integration strategies for the planning of Tay Ninh province. As a team of international experts with experience in planning for cities around the world and with a deep understanding of the geography, economy, society and culture of Vietnam, enCity shared three planning principles: “Have a long-term vision with actionable goals”, “Link with businesses and communities to create opportunities”, and “Create a flexible roadmap to easily adapt to foreseeable changes”. These principles of implementing the plan will be based on a consensus about the vision and roadmap, which is the core to defining the overall goal, optimising the development strategy of the province based on the availability of resources, and ensuring the balance of economic, social and environmental factors. The provincial development strategy will serve as a guide for deploying districts and towns to limit competition for resources.

After that, Mr. Nguyen Do Dzung (CEO of enCity) presented the proposal for the Tay Ninh provincial plan 2021-2030, with a vision to 2050. The scope of the plan encompasses strategic planning, spatial planning and resource integration, in accordance with the perception and capacity of the province’s government, entrepreneurs, experts and residents. Mr. Dzung also emphasized that the planning of the province must balance the available local assets to ensure its successful implementation, while attracting and developing the main resources, institutions, technologies and talents of Tay Ninh.

During the event, leading experts and scientists also participated to advise Tay Ninh province in the process of setting up and implementing the plan. The conference concluded with the provincial leaders of the Department of Planning and Investment gaining confidence in the planning direction of the proposal through the team’s clear methodology and highly valued experience, and with well wishes for the success of the provincial planning project.
