enCity expert speaks at CPIJ + HKIP + SIP Joint Webinar

On Tuesday 13 June 2023, enCity expert Dzung Nguyen (CEO and Senior Principal of Urban Design + Planning) spoke at a joint webinar between the Singapore Institute of Planners (SIP), The City Planning Institute of Japan (CPIJ) and the Hong Kong Institute of Planners (HKIP).

Together with fellow SIP member Jason Ho, Dzung presented the conceptual masterplan for the Paya Lebar Air Base redevelopment project. This masterplan was the outcome of a collaborative project between the Singapore Institute of Architects (SIA) and SIP, at the invitation of Singapore’s Urban Redevelopment Authority.

As an existing military airbase and the site of Singapore’s former international airport, the Paya Lebar Air Base is filled with character and heritage, and opportunities. Entitled “HAP(P)Y LAB”, the conceptual masterplan brings in refreshing new ideas for 2030 and beyond, placing well-being at the forefront in order to plan holistic, connected living environments for future residents and visitors alike. Community and inclusivity lie at the heart of the plan, with amenities and open space anchoring every neighbourhood, existing industrial areas growing alongside new creative industries, and a comprehensive green network transforming the site from what is currently a barrier between the east and west of Singapore to an integrator that brings together people from all parts of the city.This masterplan was also featured in the Urban Redevelopment Authority’s Space for Our Dreams 2050 concept plan exhibition in 2022. These concept ideas will be studied in greater detail by URA to see if they may be integrated into the future Master Plan for PLAB. 

Other speakers at the webinar included Naoto Tanaka, Associate Professor at Kumamoto University, who shared about the sustainable urban redevelopment of a township after the Kumamoto earthquakes, and Ng Kim-Wai, Chief Town Planner for the Hong Kong SAR Government, who spoke about Hong Kong’s Kau Yi Chau Artificial Islands.
