Background  Binh Phuoc province has a natural area of nearly 7,000 km2 and is predicted to have a population of 1.2 million by 2030. Binh Phuoc has a strategic location, located in the transitional gateway between the Central Highlands and the Southern economic powerhouses, with vast undeveloped land. Natural conditions are favorable for agricultural and forestry; the province is already growing a number of productive crops with high economic value. As it stands, the connection between the Central Highlands to the economic zones and seaports is still limited, providing Binh Phuoc with the opportunity to become a connecting hub for inter-regional cooperation, catalysing economic development for the entire Central Highlands region. To take full advantage of its strengths, the provincial plan for Binh Phuoc will need to focus on developing more regional links and enhancing the quality of its workforce. Binh Phuoc faces great competition from neighbouring provinces for talent and investment, and will need to have a clear and competitive value-add to distinguish itself in the larger region. Vision By 2030, Binh Phuoc will be an “attractive destination” of the Southeast region, acting as a modern, effective, and sustainable industrial hub. By 2050, Binh Phuoc will become a prosperous industrial powerhouse, acting as one of the important economic growth poles of the Southeast region. Key approaches Binh Phuoc will have two development priorities, on infrastructural development and talent development:
  • Infrastructural development: concentrate resources to develop expressways that connect to development centres, especially linking between the industrial provinces in the South with the Central Highlands.
  • Talent development: invest in upgrading and expanding existing educational infrastructure and facilities related to economic activities to attract investment; promote innovation and creative activities through facilities such as high-tech hubs.
Spatial strategies The province will be developed according to three distinct regions, connected by economic spines:
  • Southern region:
      • Act as the main economic hub, the industrial-urban – service centre of the province
      • Boost investment promotion activities; prioritise high-tech and environmentally friendly industrial projects.
      • Develop the service industry, with a focus on logistics, trade, financial services, and other types of services with high value-add.
  • Western region:
      • Prioritise investment in industries that are traditionally the strength of Binh Phuoc: agricultural and forestry processing, energy, and supporting industry
      • Develop tourism products associated with historical and cultural heritage in the region
  • Northeast region:
    • Develop high-tech agriculture, such as specialised orchards, large-scale cattle and poultry farms, ensuring all products meet exporting needs
    • Build concentrated industrial clusters, attracting agricultural processing industries
    • Develop eco-tourism and cultural tourism offerings to maximize the natural and historical heritage of the province
3 development spines in the central, the East, and the West, tied to key expressways and provincial roads will connect these regions to one another and to other economic hubs in the rest of the country. Partner: Vietnam Initiative (VNI)
