Context

The project is located in the centre of Nha Trang City, the capital of Khanh Hoa Province. The project is surrounded by many cultural icons, embraced by the mountains and coast of the East Sea, and finds inspiration in the myriad of arts and crafts from local economic activities. The site lies at the end of a central boulevard in the city, adjacent to and opening up to the mesmerising sea.

At the moment, accessibility to the site is hindered by traffic congestions on nearby roads, while connectivity to surrounding green spaces is weak, leading to a lack of cohesion for the area. The existing building typology that centres around a courtyard does not make full use of the strategic location, with many facades facing away from the sea.  

Vision

The Khanh Hoa Provincial Government Centre will be a contemporary icon for the province, anchored in cultural traditions and headed towards progress. 

The design captures the sensorial experience of a coastal city through its S-shaped typology, facade design, landscape concepts, architectural ideas, fully capitalising its proximity to the seafront. The proposed Southeast orientation is rooted in the building traditions of historical citadels of Vietnam. 

The proposal contains an intricate curation of public and private spaces that serve essential workplace functions and be a space for public exchange, inspired by the natural and cultural heritage of Nha Trang City and Khanh Hoa Province. 

Strategy 

The building integrates the working spaces of three government bodies into a single volume, connected by internal link bridges. 

Instead of the typical inwards design with a central courtyard, we propose an S-shaped typology to maximise exposure to the sea and capture the sea breeze. The orientation of the building allows optimal solar exposure while providing shade to the main facades and sheltering the surrounding areas at ground level.

The building typology responds to climate conditions by elevating the main volume from the ground and benefiting from natural wind corridors for a better thermal performance. The structure and outer shell, inspired by patterns found in the fishing culture and craftsmanship, act as a shading device and ventilated facade, reducing energy consumption.

The facade design combines modular cladding components, to be produced by local small industries and artisans from surrounding ceramic craft villages, contributing to the expression of vernacular design.   

Open space strategies 

The Provincial Government Centre will have more internal functions, which requires security and seclusion; as well as external functions that deal with public services and community matters. Departments that require more security will be located inside, with private spaces for staff. Public-facing departments will be located to the South of the site, where green connectivity is established to the nearby Yen Phi park, creating a more friendly and open atmosphere. 

Landscape strategies 

Office functions are elevated from the ground floor areas, allowing privacy while liberating social spaces and shared functions, organised around an inner courtyard.

The landscape strategy makes use of porous surfaces and green infrastructure to enable better water circulation and runoff reduction, especially during the monsoon season. Rain water harvested will be used for local irrigation purposes, applying the principles of circularity onto both the building and the site.
